Company is not refunding me fees they collected in advance for H1b application

This is regarding H1B rejected applicans' refund. I deposited $4000.00 on LSI's account for 2 applicants for their H1B applications. Name of the candidates were AKM Ahsanul Bri and AKM Aminul Bari. They were not selected in the lottery process. LSI was supposed to return the money back as soon as LSI received the rejection notice. I haven't got my money back yet. I left messages for Raghu (president) and Priti at their NewJersy office. None of them got back to me yet.
