qtbill appears to be handling billing for a bunch of questionable "businesses", supposedly handling services such as "collect calls", and whatever "freelifetimeteen" is selling.
They claim to somehow confirm the identity of people opening accounts with them, but if they are trying to bill you for products you never ordered, either some petty id thief is using their weak security verification to buy from one of their shady clients, or one of their shady clients is operating a fraudulent billing scam.
Similar problems have resulted from the sloppy or fraudulent practices of "billing aggregators" cramming fraudulent charges onto phone bills, which have resulted in a number of FTC and state AG actions.
Either way, file a complaint with FTC, your state AG, and the Indiana Attorney General, as their business operation is subjecting consumers to bogus or fraudulent bills.
