I reviewed an email stating that there was an warrant for my arrest if I don't pay them. I believe this is a scam

It's totally fake..
These emails are sent out by the thousands by overseas scammers.
They typically use free email accounts, like gmail or outlook.com, and throw in a bunch of legal sounding BS hoping to intimidate some sucker into calling them so they can be targeted with threatening and harassing calls, trying to con them into sending the number off a prepaid debit card.
