Tried to get me lower interest rates on my cards

A guy named Kim and phone number 888-311-0279 ext. 262 (tried to call back, not a good number. Call received from number 206-445-6131. Told me that I have an excellent payment history, knew how much I pay each month on three cards, and that I qualify for a lower interest rate on Citi Bank, AT&T, Chase Bank of America, for my Visa, and MC accounts. He never said there would be a service charge and that I would be getting a call back from another person to give me a verification number. The next person called, I did not get his name, and told me that I was paying $2,500 / year in interest charges and now I will be paying $596 / year, what a savings he said. Then he told me that I would need to make two payments of $298 @ 45 days apart in order to activate the rate. I said no way. He said why did I call to get the rates, I told him that the company he works for solicited me, and that I was not the one looking for a better rate. I also tried to tell him that one of the cards is paid off each month, so there is no interest charged, and another card has an introductory of 0% for twelve months and I will have that card paid in full before any interest is accrued. And that the other card will be paid off next month, so I do not need to pay a fee to get a better rate. He insisted that this was done automatically, and that I had agreed to pay the amount. I told him that he better figure out how to reverse the transaction that I was not going to pay a thing and thanked him and hung up the phone. I don't know how they were to know my credit cards, numbers and amounts owed in the first place. I will be closely monitoring my activity.
