The phone number is 416, they leave messages

The number calls about once a month, I'm sure it's a debt collector but I could be wrong. They just leave a message saying "please contact us immediately about a certain issue. If not, we will take action and it will affect you negatively".

    Is "416" on caller id, or is that the number they leave in the message?

    Area code 416 is Toronto Canada, unlikely to be a US debt collector, but home to some cross-border telemarketing scams.

    If they are a debt collector, they have already violated US law (FDCPA) by failing to disclose who they are, and that they are calling to collect a debt.

    They've been calling me for a few months now, just saying that I have a matter to attend to and that not replying will affect me negatively. Should I get a lawyer then if they haven't disclosed any other info?

    At this point, if you got a lawyer, what could he do?

    For that matter, what good is a message to contact them that doesn't even provide a contact number?

    If it is a debt collector, it is illegal for them to make abusing or harassing calls, or to cause a phone to ring for purposes of harassment.  Violation of FDCPA, but you would want to document high levels of calls over an extended period, to establish intentional harassment, negligence, or similar.

    If they ever actually identify themselves, you want a paper trail of their harassment.  At this point, you have a series of harassing, anonymous nuisance calls containing veiled threats.

    Use of vailed threats matches not only debt collectors, but also some criminal phony "debt collector" gangs known to attempt to extort people over the phone.

    Report it as a series of harassing calls, to your local police and phone company, so that you have documentation (copy of police report) for when they started, and the harassing nature of the calls.  You might ask your phone company if they can put a "trap" on the line, to log the time and any number information from their side, next time they call.  Although you might not have direct access to that, you can turn it over to law enforcement, or obtain it through subpoena.
