    Send them a letter, mailed certified return receipt requested, notifying them that they have been making repeated harassing calls to your number (nnn-nnn-nnnn), to reach someone you never heard of, and that they have been ignoring your requests to cease calling and harassing you.  Demand that they case communications with you.

    If they continue calling, they are in violation of FDCPA and state laws, and you can sue them.

    If you are being harassed by RPM, file complaints with FTC, your state Attorney General, and the Washington Attorney General.

    If you have further problems, contact a consumer attorney to investigate suing for violations of FDCPA and TCPA.  You might try www.naca.net

    If a debt collector  is calling your phone, and you are not the person they are looking for, then you should take steps to perfect your rights under the Telephone Consumer Protection Act (TCPA). You should get an address for the collector from their web site and send them a certified mail letter.  In that letter, identify your phone number, let them know that they telling them that the party they are trying to reach is not available at that number, and demand that they stop calling.   Be sure to keep a copy of the signed letter together with the return receipt.     After you have done that, you may be able to pursue them for violations of the TCPA (Telephone Consumer Protection Act). This is the same statute that is used to sue junk fax companies.  The statutory damage award is $500 for each call and $1,500 per call if they have violated the statute wilfully.

    Your state's collection practices act may have additional prohibitions and remedies which are applicable to your situation.

    Once you have written your cease communication letter, and if the calls continue, your best option may be to have an attorney help get their attention or pursue claims under the Telephone Consumer Protection Act (TCPA).
