    Contact your local phone company.

They should assist you in locating the phone company through which that number is calling, who should be able to either get the calls to stop, or disconnect them.

    Alternatively, change  your number.

I traced the number to a bellsouth telecom landline in Macon,Ga.  called bellsouth/at&t and the said that they could not do anything about it and their complaint center web page says that they do not even investigate call from fax machines or telemarketers!]

That is pretty useless, but it doesn't get ATT off the hook.  Raise the stakes.

Most likely you are dealing with some company that has set up their equipment in error, but negligence is no excuse to put up with continued harassment, and ATT is not acting responsibly either.

Go down a path that could lead to either regulatory action or a private lawsuit, in a form that may include or become a nuisance to ATT/Bell South so that it is easier for someone to just deal with it, but ensuring that your path also allows for legal action should you need to use it.

To raise the stakes, list your phone number on the federal Do Not Call list. It is actually not necessary, as it is already illegal to make unrequested autodialed calls to cell phones, but it adds another possible private cause of action should you need to sue.  Start filing DNC complaints on the FTC site as the calls continue, as well, and when a couple weeks of complaints have built up, give FTC a call.

You can sue under the FTC's TSR for automated calls to your cell phone, or under the Do Not Call law for their failure to remove your number from their call list.  There are also state laws that may be violated.  For example, in California, a law was passed making it illegal to call a phone and play a recorded telemarketing message without first asking whether the consumer wants to listen to it.

If you have to go down this path, you would, however, need to identify the caller, so you would do that by filing suit against "John Doe" (or "John Does 1 through 10"), then asking the court to issue a subpoena to ATT for the identity of the caller (and verification of the calls they made to you) from their records.  You may be able to find an attorney to take this type of lawsuit on contingency, as repeated TSR or DNC violations can add up.  You can sue in a court in your state; you don't have to sue them in some other state to get a court with jurisdiction.

Since this path can take a while to reach resolution, and if you can just get them to stop quickly that would be the best outcome, also go down the law enforcement and regulatory paths.

File a complaint with your local police department to put on record the dates and times of the calls.  The police might help, and a phone call from them to ATT might get a better response from ATT in simply notifying their customer to cease the misuse of their equipment than you could.  Alternatively, they could simply tell your local police the owner of the calling number, and a direct call from your local police would also likely stop the calls.

Otherwise, get a copy of the police report and proceed with regulatory complaints.

Request in writing that Bellsouth identify the owner of the landline.  If you can't get their attention through what they claim are their normal complaint channels, send a letter to their executive offices, certified return receipt requested, outlining the level of harassing calls you are receiving from their customer.  Include a copy of your police report.

Identify by number, list dates and times).  At the bottom, add "CC:  Georgia Attorney General, FCC, <your state AG>", etc.

Then send complaints to the above agencies, including in your complaints that ATT has refused to assist you or even identify the source of the harassing calls originating from their customer.

Basically, make your problem their problem.  If that doesn't work in a month, start contacting attorneys.
