They're trying to imply they're a "process server". It's the opening move in a fraudulent "debt collection" shakedown racket, to pretend they're "suing".
The scum who play this game often attempt to collect on shady "payday loans", which may have originated with illegal unlicensed lenders running scams, the "debt" may be padded with made up "interest" or "fees", or it might be entirely fake.
