Receiving many spam phone calls from this eneity

I have been receiving a lot of phone calls from an outfit who shows up as American Heart on caller ID.  I've tried to answer some of them, but when I do, there's never anyone on the other end.  I assume it's a robocall system.  The calls have been coming from different numbers to phone numbers that I have listed on the federal and the PA state do not call lists.  Source numbers I've received calls from (per caller ID) include: (717) 297-0037; (717) 276-8354; (610) 200-5417; (610) 379-2779; and (717) 276-8216 though I don't know if I can trust that the numbers displayed aren't false numbers via internet calling. We've got to find a way to totally eliminate ability for outfits and individuals to solicit by phone.  Perhaps a start would be a system that doesn't permit any web based or other calls originating from outside the US to go through without some type of verification process.   Also, death penalty punishment should apply to anyone making these calls with public display of the death penalty being enforced for those criminals.
