UNAUTHORIZED VISA DEDUCTION

I noticed 21.95 taken out of my acct. Saying reoccur. For value plus membership. I called my bank, they gave me  18009258674, i called she said i sign up for membership online of by phone, i asked what did i sign up for, she said i can give you a refund without a fight. I said okay sure. Gave me back my 21.95 x 2 months, but she never said what i signed up for, just said you can have your money back. Wow.
