Charge unauthorized

Was told I would receive information on program in the mail w/in 7 -10 days and I had 30 days to decide if I wanted to participate in the savings program. For 1 dollar I would be sent the information and a 50 dollar gift card to a major retain chain store. The information supposedly also had the number to call to opt out of the program if I was not interested or at any time was dissatisfied.  I did give the bank acct information & authorization for 1 dollar to be removed.
The information on the "savings program" & gift card did not ever arrive. 18 days later 29.99 was removed from my bank account with out my authorization.
