According to their BBB report, they were forced into settlements with two state Attorneys General in connection with their fraudulent invoicing scheme. ACA Recovery is a debt collector in New Jersey that is reported to be collecting on these fraudulent "accounts", for both this scam and another similar one.
The original scammers are reported to avoid mailing invoices, probably to evade mail fraud statutes, using primarily fax or phone harassment. They appear to then use ACA Recovery as their billing proxy.

Send a letter to ACA Recovery, certified (for proof of mailing and receipt), disputing the alleged debt as a fraudulent fabrication.
File fraud complaints against both with FTC, www.ic3.gov, your state Attorney General, New Jersey Attorney General, and the U.S. Postal Inspector, for mail fraud.
Harassing calls, threats and use of obscene language can pressurize you to the edge and moreover, a collector may embarrass you by contacting your employer or even be pursued to disburse for a debt that is not rightfully yours.
There are limits on how far telemarketers can go, that is why we provide information on how to put an end to telemarketer calls and more efficiently, how to correspond with them about your account and/or to dispute a collection action and can teach you what are your rights in terms of privacy.
