This scammer is using the “escrow company” method. He is sending a fake eBay invoice in order for you to buy eBay gift cards.

I have the clear title and the bill of sale. All the paperwork notarized by a legal attorney are ready to be transferred under new owner's name. Fake trailer ad on Craigslist! Do not fall for it! It's a different story each time. Divorced woman named "Mia Cowley", someone else being enlisted to go to Syria (??!), so many stories, so many scams. Hope they get caught!

Never send money for a vehicle you can't inspect in person, or if the seller refuses to meet you. Craigslist warns "OFFERS TO SHIP VEHICLES ARE ALWAYS FRAUDULENT."
