Calling and no one there

Several times a day I get calls from this company using 716-270-XXXX. The last four digits change, but the rest remains the same. Using my Truecaller app it comes up as Telcove Atlantic Inc. - NY each time. There is never anyone there and the number comes back as not existing on call back. They are affirming phone numbers to sell to telemarketers and robo caller companies. Why else would they call, wait for you to answer and no response?? I answer because we have 6 different doctor offices, three hospitals and pharmacies calling us. They often use a ton of different numbers.
