Did not provide local channel

I terminated because local channels were promised. I usually look at PBS chan 9-1 , 9-2 plus, and 9-3 world and all I can get is 9. All of the channels are local and I can receive 9-2 and 9-3 on my antenna so they are one station and local. The interesting thing is that Comcast provides 9 and 9-2. The termination is going to cost over $ 400 dollars. I think that this is a reasonable complaint. Is there a govt. agency that will address this issue?
