I have been receiving phone calls from client services for my NEIGHBOR! I don't even know who they are talking about and they are asking me to go to this address near mine and relay a message! Are you freakin kidding me? They need to do their own job, not get mad at me for not becoming their messenger and quit bothering the wrong people!!! I pay my bills I don't need calls about those who haven't! I have never heard of an agency calling neighbors to get a hold of someone...absolutely unprofessional and ridiculous!!

They are a debt collector with a long history of complaints of harassing and abusive collection, including harassing third parties they are apparently calling trying to find location information, as well as trying to collect alleged debts from the wrong persons.
Under FDCPA, they can only contact third parties to find location information, and in doing so cannot disclose debt information. Contacting third parties to "relay a message" is NOT allowed, and violates FDCPA, but the violation in that case would be actionable by the alleged debtor. Harassment or abuse would be actionable by anyone they contact, as would continued contact after you told them to cease calling you. That would be in violation of both FDCPA and TCPA.
They are in Missouri, so file complaints with the Missouri Attorney General for harassment and for continuing to call you after you have told them to cease, You can also file complaints with your state Attorney General, and with FTC.
