It appears you are dealing with a typcial "government grant" scam.

These typically offer teaser offers for a couple dollars, then claim you agreed to a much larger charge, or even to monthly charges.  This type of scam will keep charging until you make that no longer possible, even if they promise to cancel.

Your second comment indicates that you are naive regarding how to deal with this, and they will probably pick up on that in every contact you have with them, playing you for a sucker.  Nothing personal, but you are the sort of person they are looking for, where they can milk your bank account for months, stringing you along with lies or promises, and in the end keeping it all.

It is time to wize up.  There are crooks in this world, and they will take your money.  When they do, you can ask for it back all you want, but they will just keep taking it.  They will always have an "explanation" for why you "agreed" to give them your money.  That is what they do.

You deal with fraud by blocking their access to the money, by disputing all unauthorized or fraudulent charges promptly through your bank, and by closing any account or blocking any card number, due to fraud, to prevent additional fraud.

You follow up with a written dispute or fraud affidavit sent to your bank, send it certified return receipt requested to the dispute address from your bank statement, and make sure your bank receives it within 60 days of the statement date of the statement showing the disputed charges.  This dispute process is specified in FRB Reg. E, or FCBA, and your bank should know about and help you in filing this dispute to get your money back.

File complaints with FTC, your state Attorney General, BBB, their state Attorney General.  Do NOT depend on these complaints to get your money back, use the dispute process above.
