I spoke with a man who said his name was Harry James.He Soundedlike a person from some other country. He said it would cost$3.95 for having thegas voucher&$20.00 gift card sent to me.He said I would have to subscribe to two other places but I could cancel out of these things& they would charge me anything on my credit card. I probably have to change my credit card number. These idiots should be stopped.

It's basically a fraudulent telemarketing or phishing scam, run from some call center in India.
Here is how these scams are set up:
The "gas card" is a sham, with enough hoops to jump through it's worthless, and they can still "lose" your requests for the "gas refunds". The "one time fee of 2.95" was only to get your account information, so all the other monthly charges could be much larger. The "cancellation" process is a sham, and as you found, they "mistakenly" provide a wrong number as an additional barrier. The whole scheme is rigged to ensure you could never get $200 in "gas refunds" before cancelling with no additional charges. In fact, the monthly charges are guaranteed to eat up your account faster than the "gas refunds" will put anything back, assuming you actually got any "gas refunds".
If they have your card or account number, immediately contact your bank to block the card or close the account. Otherwise you will soon see fraudulent charges, regardless of whether you agreed to their deceptive "offer". Forget "cancelling" as it won't work, just shut down the account through your bank.
If you find charges, dispute them through your bank as fraudulent.
