non stop call

the 150th time I receive a call from Credit Card Service. For over a year I tried to stop these call even no call list, block from phone and my phone company put a block on my phone for a cost. Now they are using an unknown number. I keep pressing 3 to stop calls, this time I press one to speak to operater. I tried to speak to her. Then She Called me [***] and hung up and there is nothing I can do to stop these calls.   What is this country to that they will not help us from these people? Day and night
