recurrent charge not authorized on my TJ Maxx credit account for $9.99 charge

I ordered many months ago a marriage and divorce certificate ... those one time charges appeared and I paid... Now lately I have reallized they are charging me an additonal $9.99 each month and I have called the phone number appeared on the statement (888-8964442) UT to cancel and it is still posting this charge to me every month.
