Misinforming, misleading - refund issue

I bought a return ticket to Budapest from Atlanta for $960 via Amsterdam. I have relatives in A'dam so I called if I can have a lay over. The agent told me it would $1000 more so I asked is it okay if I buy a separate ticket with my Marriott points. He said no problem. When I tried to check in in Budapest my ticket was no longer valid for "no show" reason. - THE AGENT TOLD ME I AM FINE.. I called CheapoAir to fix it, they offered tickets fro, $1500 to $2000 while I was checking prices directly with KLM ($1000)... I told Cheapoair on the phone I have a much better ticket for $1000 so the agent told me he already charged me... initially $1800 according to the email they sent (later it was $1912). I flew back to the US and disputed the $1912 because they provided misleading information and than charged me with the wrong # and because they lied that I was already charged while a cheaper tkt was available.. I got $240 and was told will get the rest back in 2 billing cycles... this was in June now its September.... I called gigilizon times. I was hung up, I was transferred to the wrong number, or the number did not exist. Than a supervisor told me there was an error he will take care of it in 48 hours (last week) I call back 5 days later the new supervisor asked for 3 weeks to get this resolved. This is a never ending cycle and I have no idea what I can do... the first charge in May looked like a direct charge from Delta and the 2nd charge was ($1912) came from CheapoAir... don't understand this... anyone explain is this legit, what can I do, how can I get my $1912 back???
