These guys show up in complaints of running a "loan cramming" shakedown racket. The scam "debt collectors" they work with commonly claim closing your account to stop their unending fraudulent charges is somehow "a bounced check", implying it's somehow "fraud. It's not.
They set out to take as much of your money as they could, under the deceptive guise of a "payday loan". They are the scammers, not you. No police are showing up, and you are not going to be "arrested". They can't sue, due to the fraudulent nature of this "loan", so all they have are illegal threats..
Cut off all further contact with them. They will only use it for further extortion. Contact your state Attorney General for assistance.
"Loan crammers" typically hide out of the country, or they would be prosecuted. They are not generally licensed to run these rackets in any state, depending instead of these illegal threats to "enforce" the bogus "loan". File complaints with FTC and your state AG.
If you are harassed by a shady US debt collector, file complaints with FTC and your state AG. You may also want to contact an attorney, as you may be able to sue them for violating FDCPA. You can find a consumer attorney in your state through www.naca.net
