Repeated bothersome calls

I keep getting calls from man with foreign voice saying "This is not a sales call, but  only a survey...Do you have smoke detectors in your house?"  I probably got about 6-7 calls within the last 6-7 weeks.  I never give them an answer, and I asked them to take me off their call lists more than one.  So I started writing down the numbers the last two times - my caller ID showed "Unknown" 561-300-8724 was on 1/25/11 and today 2/21/11 on my caller ID, it said TSS Inc. 978-570-2411.  I think it was the same guy's voice using this other number.  I told him I'd had enough and had his number and was now reporting him and hung up !  I'm sick of this and am searching the web for ways to make him stop calling me and get in trouble for repeated calling when specifically I've asked to be taken off his lists!!!!!
