Gaywed - Gay wedding officer never refunded

Hi I would like to blow the whistle on Tertuis from: www.gaywed.co.za. Me and my partner decided to get married, and got in touch with this guy from gaywed.co.za we made the payment and faxed proof through and all that, the next day we decided not to get married anymore. (no big deal, we just had wait a while and we were going to get married at a laterer stage. I then contacted Tertuis and told him that we would like to cancel. (I did that the next day I made the payment) he never replied my calls nor my faxes or emails. 2 weeks later he said he will get in touch with me, nothing happened, and then all of a sudden he sends me the attached invoice. What i don’t understand how could he issue a marriage certificate on a Saturday? as I made the payment on a Friday and cancelled on the Saturday. He then said he will make the payment of R200 odd rand into my account, but never actually made the payment after countless amounts of emails. So I would like you to blow the whistle on this guy as he was very eager in assisting us, but once payment was made..he was absent in assisting us anymore, and yes its only R750 but it’s the principle behind it.
