Refusal to cancel a charge

My credit card was lost. I called the day after to cancel and order another. They told me about a charge to hotwire.com and agreed to cancel it along with my old card. Hotwire refuses to cancel the charge... Their paperwork states that agreements cannot be canceled or changed. They want me to call a non-toll-free number to discuss this matter with their risk management department... They found out about the issue the same day the charge was made...
