This company has been charging my Visa check card $1.00 a month since October 2013. I canceled my check card, got a new one with a new number, and guess what, this month they have charged my new card $29.95! I tried calling the so-called listed number and I get someone that does not speak English very well, with a very thick Indian accent. I was told that they had "no idea" what I was talking about and very rudely hung up on me! When I called again, all it did was ring, and I called every hour for 8 hours straight! I have no idea how they got either of my card information but this needs to stop! I am disabled and on a very fixed income with a child to support. Losing the $29.95 took a huge toll on my bank account, and my bank refuses to do anything, telling me to "call the toll free number and have them stop all charges", well, how can I when they refuse to answer!
What can I do? I have filed charges with the BBB already. I can't afford a lawyer to fight these charges either. Any suggestions??

They are running a cramming scam.
They commonly put barriers in the way of actually cancelling, so that they can keep stealing money.
They set it up  as an "automatic monthly payment", which some banks roll over to new cards even when you block the card number they have.  Alternatively, they may be using your actual checking account number to run through ACH charges, in which case blocking the card number would be ineffective.  Find out from your bank, as you may have to shut down your checkinig account to prevent unending theft.

Your bank has abrogated its responsibility to protect you from fraudulent charges.  They are required by FRB and NACHA regulations to accept fraud disputes, and to reverse disputed charges if submitted within 60 days of the statement date of the statement showing the charge.  File a written fraud dispute against the charges, mailed certified return receipt requested to the dispute address from your statement, and insist that they block the card.

If you have further problems with your bank, you may have to file a complaint with the Office of the Comptroller of the Currency.

You should also find a better banking partner, maybe a  local bank or credit union.
It is apparently too much trouble for this bank to protect  you from blatant fraud, even to the point of violating FRB regulations.
