I have had my number for three years but continue to receive calls about the previous holder of this number. I have repeatedly told callers I do not know these people, they did not live at my house and I do not know where they are now but I still receive calls.
The caller from this number was flat out ugly to me and told me they would take money from me to pay these people's bills. They are not the 1st nor I'm sure the last that is pushy and rude about someone else's unpaid bills. I'm sick of being yelled at and called at all hours of the night because these people skipped their bills and I was the sad sack that got their old number.

That says they are spoofing caller id, which is an indication of deception and therefore fraudulent collection.

No way they could actually do this, with only your phone number, and not your account informaiton.
Another lie combined with an illegal threat, and another indicator they are engaged in fraud.
Harassment, and abusive collection, are additional indicators of fraud.
Although the prior holder of your phone number might have had bad debts, these sharks may be "collecting" on "debt" that is fake. Not much point in expecting compliance with law when you already know they are just crooks. Cut them off.
Change your number, replace it with an unlisted number. Notify anyone who legitimately might need your new number, but do not have the phone company provide forwarding information.
