Thrifty charged me for the winter tires

Reading all these posts about Thrifty I am asking myself question: how come these people are still in the business of renting cars?
3 weeks ago I had a reservation through Expedia for a compact car from Thrifty at the Munich Airport. Because I didn't want to take any chances I've paid almost 3 times more for the insurance with $0 liability. They still physically took $374 deposit from my credit card and returned only $368. They told me that I need to have a car with the winter tires and they charged me for that about $30. I was working with Expedia trying to get refund, but their customer service is completely useless. I would like to file complaint with BBB or similar agency. Any suggestions?
