not washing well

This washer is the worst washer I have ever owned. With the combination of low water levels and not having a agitator my clothes come out smelling and dirty. I think I can do a better job in a pail of water. Ive always been a fan of Whirlpool appliances but this is a failure but dont know how to have the problem rectified. Any help?
