unlawful deduction of fees

According to the state of Washington, gift cards are not to incur an inactivity fee until after 24 months of non-use, and then, only $1 is to be deducted per month until the balance is zero. Cardmember services, who markets Visa debit cards through various companies, not only violated this law, but refused to make right by it. I was told that I had to mail in proof that my state (WA) protects consumers from the inactivity fees. Why is this on me? They started taking money out of my debit card, one that was far from being user-friendly, after only 12 months of non-use. The way they talked me had me thinking that maybe I'm not the only one being fleeced. I am only out $22, but it's the principle of the matter that has me wanting to fight Cardmember Services. They are a scam.
