Your bank should reverse fraudulent charges as long as you report them promptly.

Contact your bank immediately to dispute all unauthorized or fraudulent charges, and close the account to prevent additional fraud.  Follow up in writing with a dispute to your bank, and make sure they get it earlier than 60 days from the statement date showing the disputed charge, to preserve your FRB Reg. E dispute rights.

That is pretty much what "government grant" scams do.

Promise one thing to get your account number, then charge a higher price claiming you agreed to it.  See above for how to handle fraudulent charges.

Best results have been with prompt filing of dispute with BofA, including written dispute of fraudulent charge in accordance with FRB Reg. E.   If they fail to refund in whole, followed with OCC and FTC complaints against BofA, and FTC, state AG, and Illinois AG complaints against Smart Step.  In addition, contact your state insurance commissioner to complain against Smart Step, as their fraudulent charges may also violate state insurance regulations.

In addition, you should invoke your GLB Privacy right to opt out of disclosure or sale by BofA (or any other bank you do business with) of your private financial information to both affiliate and third party marketers.  That is how these scammers are able to put charges on your accounts without you even having to provide account information to them.

Unless you opt out, they are free to spread your account information as wide as they want, leaving you having to watch your statements like a hawk while unknown parties are actively trying to slip fraudulent charges past you.
