Non receipt of refund for more than 5 months

I have booked a MP-9 player with AVA Merchandising Pvt. Ltd on July 14th 2009. Since I had not received the product for more than a month, on enquiry I was told that product was delivered to some other address & they will trace it & deliver it to me.
On further enquiry I was told that product is having some quality issue & they agreed to refund the money.
Till date, I have not received my money, which was debited from my credit card account.
When enquired about the refund status, they had informed me that my money will be refunded definitely, but there is no time frame for the refund.
They are 100% professional cheats...... In the job of enjoying public money...... I wonder how the Govt is allowing such type of people in the country.
