They are running a fraudulent telemarketing scam, using call centers in India.
They call making deceptive claims about their "gas voucher" program, all aimed at conning you into disclosing your account information. they will then start charging you monthly fees for their worthless "vouchers", using delaying tactics to keep the scan going as long as possible. Any "document" sent is just to stretch out the scam and delay you from filing fraud disputes with your bank.
If they are charging your account, file fraud disputes with your bank, and close the account or block the card number to prevent additional fraud. Follow up with a written fraud dispute or fraud affidavit sent to your bank's dispute address.
There is no other way to prevent them from stealing from you than to close the account or block the card number, as this is what they have set out to do from the start.
