If a debt collector contacts you about some alleged debt, you have the right under FDCPA to dispute the debt and request proof you owe it.  If you dispute in writing within 30 days of receiving their first letter, they must cease all collection activity until they obtain proof from the original creditor and send it to you.

Send them a letter, mailed certfied return receipt requested, disputing the alleged debt, and demanding proof you owe it.  If you have further problems with harassment or attempts to collect an unowed debt, file complaints with FTC and your state AG, and contact a consumer attorney, as you may be able to sue them for violatons of FDCPA.  You can find a consumer attorney in your state through www.naca.net

...that this was a demand letter, that it contained the particulars on a 'debt' (real or fraudulent) that Penn intends to collect from you.  What you do now is demand validation.  You send them a letter back, certified so that they can't claim to have not received it later, demanding that they prove to you that the debt is yours.  This proof is not a rewording of the original demand letter - sometimes, when confronted with a demand for proof, these yoyos send the demand letter again.  What you want from them, and they know this but might pretend otherwise, are original signed loan/credit agreements and credit/loan paying histories.  If they can't provide you with these, they can go take a hike.

...but there are a few other things to consider:

Most collection agencies don't have any of these documents.  Portfolios get sold to them as Excel spread sheets with lists of names, addresses, phone numbers, account numbers, (sometimes) SSNs, and dollar amounts to debt collectors from the original creditors.  So, if Penn tries some shuck and jive crap where smoke and mirrors are supposed to take the place of actually debt proof, do what the above advised you and get yourself educated regarding small claims.

And, if you do actually find that the debt is valid, do everything in your power to work with the original creditor instead of the debt collector.  Your chances of actually putting money toward the debt and not lining the pocket of the debt collector will be significantly better if you bypass the debt collector altogether.  If the debt collector tries to get in the way of this maneuver, talk to a lawyer.  It's possible that their tactics to circumvent the presence of the original creditor are violating laws so don't let them off the legal hook.

FYI most of the time, once sold the original credit collector will no longer deal with you because of the contractual obligations to the party who purchased the debt.  This is especially true with credit card debt.  If you have an issue, try to work it out with the credit card company in the first 90 days before they charge it off

I called you last month and informed you that this debt is not mine as I have never filed taxes in the state of Maryland.  I asked that you send me documentation, but was told you would not.  Please stop bugging me about this SCAM billing or I will take action against you as I have seen many people on line have done.  You people are SCAMMERS.

I, too, have fallen prey to Penn Credit. On November 19, 2016, I received a bill totaling nearly $4000.00. Penn Credit claimed the money was owed as unpaid individual income tax in the state of Virginia, service date of 12/31/2012. I have never worked in the state of Virginia, and I fully intend to fight this. This is definitely a scam.

This is a scam. Don't send anything to PO BOX 1259 Oaks, PA 19456.
We received mail requesting a "medical bill payment."  We were told to send payment to this PO Box immediately to avoid being sent to collections. When I emailed and called the information on the "bill' - I was sent to fake places. The email address was 'inactive' and the phone number rang and rang.   The bill is from Prism Health Care.  But it isn't a real company

Carole, have you been bothered by them again? My friend received a letter about unpaid state taxes on a car, but i am trying to advise him not to pay before he is 100% sure he owes it. Any suggestions?

Today I received a mail from Penn Credit idiots, they put their address Harrisburg, PA. The phone number on the letter was wrong, it was going to a Verizon store. They claim, I have unpaid taxes with State of Maryland. I filled tax and got full refund from Maryland, This is a scam for sure! I am going to nail them down

I also just received a mail with the same Harrisburg, PA address. They claim I have unpaid individual use taxes in Illinois from 4 years ago. Has to be a scam. But Im sending the FDCPA request letter anyway just to be sure. Its directing to the same PO Box 1259, Oaks, PA, 19456.. This address if you look it up leads to many other debt collector companies it seems.. Has to be some scam

I got a collection notice from them, address "Personal and Confidential" to the person who lived at my house prior to our buying it in 2012. They want $25 for an MRI, date of service in 2014 (2 years after this wasn't her address) to be sent to Medconn Collection Agency LLC, PO Box 150506, Hartford CT 06115. (I'm in CT.) Maybe I'll call them at 844-638-2661. Medconn seems to be a real business. 844 is a new toll-free area code, but it pops up in a lot of scam warnings.
