stealing my money

I moved and my services was suppose to be disconnected and they didn't disconnect it and I paid my last bill and now they keep taking money out of my account and told me that they cant refund me until I move into a new place and get it restored why is that that's the stupidiest thing that I have ever heard I have been told so many different things about them returning my money what is the policy on this
