Reported to be a telemarketer. Numerous complaints going back to 2009, so probably a telemarketing call center. Do Not Call violations, so probably fraudulent or deceptive in some manner.
Register your number on the Do Not Call list, and file complaints with FTC.

I get calls from the card member services four or five times a week have reported them to the national do not call list and still get the same calls. Reporting them seems to do no good. So how do we stop the calls? The national no not call list I understand is supposed to charge and fine them for every call. So why is this not happening?

I'm also getting these calls. You can't call it back because the recording says its not a working number. Although a name comes across as Felix Ceballos.
