Not a member and they have been removing money from my debit card

I do not have nor have I ever had a membership with Easy Saver and they have been removing 16.95 and 12.00 dollars from my debit card for months and I have not been able to get these fraudulant people from taking money off my debit card I have never even signed up for this type of business there are two more companies doing the same thing.  I contacted my debit card holder and was given a phone number to contact them I called the number and all it ask was did I want to discontinue my account with them and was given a confirmation number to all three companies and they again removed money from my account today how do these people get stopped from stealing from people?

    These are "buying club" scams.  They get your account information from some other merchant you may have done business with, generally through deceptive marketing or hidden "disclosures" tacked on to some website fine print, some "discount" pop-up box made to look like it is associated with the merchant you are ordering from, or some quickly read script by a telemarketer.

    Contact your bank immediately to file a fraud dispute and block the card number.  Your bank should have assisted you with this when you first contacted them.  Follow up in writing, with a written dispute to your bank, including in your letter the date you first notified them of the fraudulent charges.  Under FRB Reg. E, your bank received "constructive notice" of fraud when you first notified them, and they should hav taken actions to protect you from additional fraud.

    If your bank does not refund charges back to statements 60 days before your original dispute date, file complaints against the 3 scam companies with FTC, your state Attorney General, and www.ic3.gov, and file a complaint against your bank with the Office of the Comptroller of the Currency, at www.occ.gov

    It is not uncommon for such scams to string you along with promises to "cancel" the "membership" you never knew you had, yet keep taking your money.  There is an over a billion a year "industry" running such scams.  The Senate Commerce Committee has held hearings on this fraudulent charging, and the New York Attorney General is investigating them.  Contact the offices of Senator Jay Rockefeller, or NY AG Cuomo.

    Watch your statements closely even after blocking this debit card number, since these charges are generally set up as "automatic repeating" charges, and can roll over to replacement cards.

    You may have to close your checking account due to fraud to prevent future fraudulent charges.

    You would be wise to block and cancel all debit or check cards, due to this type of fraud.  Use only credit cards for on-line or retail purchases, as the fraud protections are stronger.  Use only ATM cards requiring PINs for transactions at ATMs at your own bank.  Use checks only for payments to creditors you already know and trust, such as rent, mortgage, utilities, banks, etc.

    Limit your exposure to fraud, as there are plenty of scammers trying to take advantage of any opportunity.
