My mother and father had to bury their son 3 years ago and now someone from this company is calling them daily asking for my brothers address. When my parents told the caller he was deceased, she was threatened that if she was withholding his whereabouts, that she would be held in contempt. SHAME ON THEM! My father has major heart issues and they are making his blood pressure rise every time they call. How do you stop this!?

    You're dealing with..
a shakedown debt collector.  FDCPA prohibits abusive, harassing, or deceptive collection, including such threats of "contempt".  Such threatening tactics are typically used by sleazy and fraudulent debt collectors who may have bought some alleged "debt" for pennies on the dollar, and rely on such illegal tactics to shake money out of victims, sometimes adding unowed amounts, or even making it all up.  For all you know, they're may be going through obituaries or SS death records, and shaking down families, kind of an ugly version of the "Paper Moon" bible scam.

A couple things you can do..
Contact a credit reporting agency (Equifax, Experian, Trans Union) and report that your son is deceased. They may already have this information from other creditors, or they may need a copy of a death certificate.  They can flag the file, which will block anyone attempting to use that identity to open fraudulent accounts, and legitimate debt collectors would also see that information if they pulled a credit report, and move on.

As for the shakedown collectors, you can file harassment complaints with FTC, the Consumer Financial Protection Bureau, your state AG, and the AG in their state.  You can also sue them for violations of FDCPA, if you can find them. You may be able to search on phone numbers from caller id to locate them. You can find consumer attorneys who take FDCPA cases through www.naca.net
