Is it a scam?  Most likely.

It is common for fake "business directory services" to send fraudulent invoices to small businesses, claiming they "agreed" to the "service", to try to con them out of unowed "fees", usually in the $400 to $800 range.  They generally make follow up calls, often playing doctored "phone recordings", and making threats of "lawsuits" or "credit damage", to try to extort unowed money.

These scams generally don't go beyond making threats, as this scam is pretty well known to FTC and state Attorneys General, as well as Canadian authorites.  Many of these scams are based in Canada, in the Montreal area, home to many fraudulent telemarketing call centers.

    File fraud complaints with RCMP.

It is illegal to send invoices for unordered products through the U.S. Mail. Canada probably has similar regulations, so file mail fraud complaints with Canadian postal authorities.
