Refused to give promised refund

I booked a flight and 2-3 hours later had to cancel.  When I bought the tickets, Iwas told, on a recorded line, that if I had to cancel withing 24 hours I would receive a full refund.  I called withing 2-3 hours, and was told I had to give them 50.00 to get my refund.  First women told me it would be deducted from from refund, the second women told me I had to GIVE HER 50.00 or the cancellation would not be processed.       Here is the information, I have also been on hold for hours.  I am was also double charged, for both the fee and the cost of tickets, USED THEM by mistake, I thought is was Cheapair   Booking Confirmation
