Claiming that YOU requested them to call you is often a sign of a telemarketing call from a company that is NOT complying with the Do Not Call list. If you had been on the list, their call would be a violation of the law if you had not first requested that they contact you, so they make up the bogus excuse that you had, as their "defense".
There are a number of shady outfits claiming to be doing "debt negotiation", that are reported to do telemarketing ignoring the Do Not Call list. Many of them are also reported to either fail to perform as promised to the consumer, just taking their "fees", or to really screw up the consumer's credit as payments are withheld from creditors as part of "negotiating".
If they are not following one part of the law, you can hardly expect them to be competent and law abiding in other areas.
It is dangerous to discuss your financial affairs with strangers who unexpectedly contact you by phone.
