They told me their company is located in Florida. But they refuse to provide their phone # and company location. It seems they are targeting minority people who is not very fluent in English. They told me could lower my card interest rates below 13%, they are part of US Credit Beaural. When I told me I want to get their company information so I can put them into DO NOT CALL LIST, the guy hang up on me.

    There is at least one such fraudulent telemarketer running this type of scam operating out of south Florida.  The name they give is deliberately vague.  They must have a good reason to be hiding their identity and location.

    Quite possible.  It may be easier to scam less sophisticated victims, and in particular, safer to do so than someone more likely to dispute fraud.

    False.  They have no connection with any credit bureau, other than they might be able to pull credit reports.  These scams often claim to be associated with "the credit card companies", also false.   False "affiliations" are common with scams, to try to "borrow" the legitimacy of companies consumers may have heard of.

    These scams routinely ignore and violate the Do Not Call laws.  Odds are, you may get further calls.

    Well I get at least 3 calls per week at home & office. When I held on to talk to a person and said I am on the do not call list and wanted them to remove my number the woman  said in these words " the do not call lost don't mean [***]". I thought this was a legit company that was just persistent in trying to refinance your loans, but after reading all about it on the web I see they are scammers.  My call return was a number in Florida but when I tried to return the call it does not go through.
