I received a call from this lady at ER Solutions who claims I have a Qwest bill for land line and cable service over a year ago and needs me to pay and she knows my bank account information and get money from me, if I do not pay. She actually called me at a home where I was house sitting- how she got that number is beyond me, and ask her never to call me there again, and told her I have no job- she informed me she could me to pay some way.

As for how she got your number, she may have called neighbors or relatives, unless you gave that number to some creditor, or called them on their 800 number.
Since they have now contacted you, they are required by FDCPA tosend you a letter within 5 days notifying you of the debt, and that if you request the name and address of the original creditor, or proof that it is owed, within 30 days, it will be sent to you. If they don't have your current address, however, that letter might go to some old address.
Regardless, if you are not sure the amount is owed or correct, or don't know whether they are the correct party to pay, send a letter disputing the debt and request that they send proof obtained from the original creditor. Send that letter certified return receipt requested.
