Received confirmation but not the ticket/missed flight

To whom it may concern,
On April 9th 2014 due to family emergency I had to purchase last minute ticket from Chicago to Sarajevo and cheapest ticket I found was through CheapOair. There were seats available for $1,077.23 so my booking was confirmed at 4:44 AM Booking Number: 20998768. Flight was scheduled for same day at 4:05 PM from Chicago to Munich with Austria Airlines. I arrived at the airport at 2:00 PM and proceeded to check in counter to find out that my ticket was never issued. Agent advised me to contact Cheapoair and see what is going on. I contacted CheapOair and talk to Fred who informed me that he will expedite ticket issuing and I need to hold on the line. I told him that [***] is tickimg and they need to hurry up and he says not to worry he will get me a ticket. I was on hold for over an hour to be told that unfortunately they can't issue me a ticket since it is too late. Here I am stuck at the airport, without ticket that I paid for. I asked Fred what are my options and he told me there is nothing he can do about this flight. HOW IS THAT LEGAL TO ALLOW RESERVATION TO BE BOOKED AND NOT ISSUE A TICKET!!!? I told him that I need another flight ASAP and he was giving me some options with 4 stop over’s at much higher price. I have asked him to cancel my ticket and I will seek reservation elsewhere. At the end I was able to find a flight through Kayak at $2,139.30 with United Airlines that was over $1,000 more. I could have found ticket for much less if I was not trapped at the airport and at the mercy of the cheapest flight at that time. I request to be compensated for all stress I have endured at the airport and the ticket difference I was suppose to pay vs. what I had to pay due to their negligence. I NEED ANSWERS HOW IS POSSIBLE THAT THIS TRAVEL AGENCY IS ALLOWED TO BE IN BUSINESS WITH ALL THESE COMPLAINTS AND BAD PRACTICES. IF THERE IS A CLASS ACTION LAWSUIT AGAINST THIS COMPANY I WOULD LIKE TO PARTICIPATE SINCE US AS CONSUMERS SHOULD BE PROTECTED AGAINST SCAMERS SUCH IS CHEAPOAIR. Thank you
