Did not do what they said that they could

I ordered Direct Tv from ATT since they could "bundle" my bill.  I was told that they (att) had a contract with Direct Tv and that I would have to switch from Dish Network to Direct Tv if I wanted to be able to bundle my bills for internet, phone, wireless, and satellite.  Well, I was told that local channels were offered at no charge and that I could get all the regular channels that I was receiving with Dish.  Well, I noticed a week or so after I switched over to Direct that they did not offer local channels in the package that I got.  When I called them they said that the local channels were cbs, abc, nbc etc.  Those are not local channels.  I called and had them cancel the service.  Now they are charging me 400 dollars for early termination.  By the way, I never signed a service contract.  They installed while I was away.  What can I do?
