$7k Free Grant from Health and Human Services

Received a call about being selected for a no payback grant from Health and Human Services for filling out a demographic survey sent from the government a couple of months back.  Caller wanted to send money to me either through my bank account, money card or Western Union.  I was told that it couldn't be mailed to me after I asked and was not given a credible reason as to why.  Tried to call them back after doing some investigation and both phone #'s I had for them wouldn't even go through.
