Unauthorized Charges

I went online to order a Free Credit Report.  I viewed the report and thought nothing about it until today when two charges showed up on my credit card. They were unauthorized and when I called the company they said because I didn't have my cancelation number they could only refund one charge of $11.95.  I have no idea if they will stop charging my card and if they will issue a credit.  The man I spoke to said that with the monthly charge for credit report monitoring I could be entered into a drawing to win money and I told him to cancel and give me my damn money back.  If I want to win money I will spend that on lottery tickets.  How can they get away with this...
