They call with several numbers showing up on caller id, but most generally show as 213 area code.  They are reported to be marketing some "government grant" scam, with the usual pattern of "free trial" followed by piled on monthly charges.

Most complaints against them are due to incessant calling 10 to 20 times a day, for days on end, often with no one on the line, and often in violation of the Do Not Call list.

    1)  List your phone number with the FTC Do Not Call list.
    2)  File complaints with FTC for DNC violations, although FTC appears to be impotent in dealing with this company.
    3)  File complaints with California Attorney General, and Los Angeles District Attorney, to see if they can trace back through their phone provider.

One of several reports tying them to a Phillipines-based call center.

I have recently been gettng phone calls from these people as well... 10 times yesterday... I answered one of them, got a recording saying they would connect me to an agent... after a couple minutes I heard people talking in the back ground, I said hello several times, with no response, they just hung up after a couple minutes.  They were speaking Tagalog (Filipino). All women.  The number was different then what you guys have put on here.  213-426-2701.  It's driving me crazy, but I wanted to get the other number out to everyone else that is having problems with these idiots."
