If your number hasn't ended up on these criminal's autodialer -- consider yourself lucky.  I know of about 3-4 calls per week we've been getting for years.

What was originally international operators now seem to be 'American' and pleasant call center operators.  "Press "1" to get info on lowering your credit card interest rate.

(I always press '1')  I HAVE to harass these idiots.

Why are they "idiots?!?"

If they are not idiots, they are criminals.  If they knowingly work at this call center, and realize what their company does (break federal law on a minute-by-minute basis), then they are criminals.  If they are working there clueless that this company preys on desparate people, and gives them no hope of bettering their debt situation, well...bless their hearts, and I will try to educate them of this.  My experience -- 100% criminals.

How do I know that the operators KNOW they are working for a SCAM criminal organization?!?

Ask ANY of these questions and see the response you get...

1) How did you get this number?  <You'll get a Lie, followed by a hang up>
2) I am on the Federal Do Not Call List.  Why are you calling me?  <hang up>
3) I heard your company is a scam.  <some rambling perhaps, then a hang up>
4) What do you mean you work for "Visa and Mastercard" or "All Banks".  "All Banks" don't hire the same telemarketers to manage their accounts.  Who are MY accounts with?  You mentioned that 'my good payment history' allowed you to call and make this offer to me.  You clearly are lying.  <hang up>

...it goes on and on.

Try and call back the "Caller ID".  No dice.  Fake/spoofed number.

IF YOU ARE AN OPERATOR WORKING FOR "CARD SERVICES", do the world a favor and go get a real job.  You are a THIEF.  REPENT NOW.
