They refuse to refund the money for

I purchased two tickets from Cheapoair.com from LAX to AMM and return AMM to LAX for $2970.00.  What I purchased is not what they sold me.  Both carriers Air France and Alitalia backed out of cheapoair booking. So I ended up purchasing two new tickets for $2700.00. I filed a dispute for the scame transaction with PayPal credit card.  So paypal refunded the total purchases and 2 months after Cheapoair.com sent Paypal copy for the tickets I purchased in cash and the agent informed me they can't take check or credit card only CASH for the new tickets so that I cannot dispute the charge for the scame purchase.  Paypal credit card backed out and I have called cheapoair many times to speak to there dispute departement.  Each call gets route to India and I cannot speak to someone in the USA.    I am looking for consumer protection attorney to go after my credit card and cheapoair.  Please advise me what to do.
